Before this post goes into explaining the how, let's start with the what and why.
What this post discusses is how to search for the tag reference library. A tag is used by the forum's database to speed and create accurate search results. Some programs you may have used call tags with other names like keyword, or category.
A thread with the reference library tag is what the moderators consider the best or most useful information here on the forum.
Why the reference library tag is used is to speed and simplify searching for these threads.
OK, so now the how.
At the top right of every forum page is a box with the word Search in it with a magnifying glass icon to the right (as shown below).

Click the small down arrow just to the left of the magnifying glass. In the dialog box that opens (as shown below), click Advanced Search.

In this first example, we'll look for every thread posted that has the reference library tag. So in the Tags field enter reference library (as shown below) and then click the large red Search Now button.

As of writing this post the search returns 155 threads!
In this second example, let's narrow the search to reference library posts to those in the Suspension, Brakes and Tires channel.
Go back to the Advanced Search page. If necessary, enter reference library in the Tags field. Now scroll down the Advanced Search page and find the Sources field. Inside the Sources field scroll down and select (left-click or tap) the Suspension, Brakes and Tires entry (as shown below) then click Search Now

When this post was written (25 Feb 23) the search returned twelve threads.
The Advanced Search page has many more options to narrow the search results even more. For example, want to see all the reference library threads created by (or credited to) moderator TucsonJim? Enter his forum name in the Members field and reference library in the Tags field then click Search Now.
There's any number of search combinations possible--hopefully you get the idea!
