I’m new to this RVing, but I was just looking under my RV and I can see the black pipe for draining tanks. I thought all of this was in the enclosed underbelly. ??

Yes "most" of the plumbing pipes are enclose in the underbelly , but the exits need to be out in the open in order for us to attach the hose.
