From you post, I think you are suggesting moving the springs from above the axles to below the axle. This would be changing from what is called "overslung" springs to "underslung" springs. Trailers used to always be built with underslung springs which makes the trailer more stable. Most RV trailers today have overslung springs to gain ride height. Moving the springs to under the axle would definitely not leave enough clearance between the tires and the body structure above.

Is it a hitch height issue. There are hitch shanks that can be adjusted up or down. Example https://www.etrailer.com/Accessories...iABEgLs0PD_BwE
Or is it a step height issue. Here again there are many adjustable landing steps that might work.
