I have put 800 miles this year plus the 280 miles for delivery from GD. Also should I check spring shackles and if so do we know the torque spec on them?

Your 5200# axles have 1/2" studs and should be torqued to 100-120 ft-pds according to the manual. I go 110.
I personally wouldn't be worried about your shackles. But you have grease able suspension bolts....give them a shot of chassis lube grease.

I didn't want to start a new thread so asking here. When it talks about stages, I assume the lug nuts are torqued to that value before proceeding to the next? Appreciate any response.

Stages means torquing to a lower value all round the wheel, then increasing eventually to the full desired torque. It helps with properly centring the wheel on the hub. When I do my trailer wheels I first torque to about 50ft lbs all around the wheel, then the full value of 110 next. Two stages.
Others prefer three stages. Some prefer one and just go full value right off the hop.
Her's a pdf of what roadking trailer thinks you should do.

I'm just parroting my Reflection's manual--I don't have any background or experience on the mechanical side of things. From page 63 (Reflection, 2018 Owner's Manual):
