Black paint or vinyl on Reflection front cap? Lots of scratches...

Hello All! After purchasing a 2022 Reflection 28BH, I discovered lots of scratches in the black front cap area (see attached picture - the black surface upon which the big reflection decal is applied). I thought the area just needed to be cleaned, but realized it was scratches, not dirt...

I cannot tell if the black front cap is paint or vinyl. If it's paint, then there would seem to be lots of options for removing scratches. If it's vinyl, then I guess I'm stuck with the scratches.

Any clarification on the front cap paint/vinyl material would be helpful. Also, any scratch removal tips would be appreciated.

It is painted on my Momentum, lettering is vinyl.
