That's a bit strange that the toilet has a minimum pressure rating of 50psi to not leak. I call Bull on that one. As rob suggest, there may be some debris that got trapped causing the issue.
Such high pressure on the valve just does not make it seem as though it is proper designed. I know in some industrial applications valves need high pressure to seal, but they typically have 0 on the back side and are in special applications requiring an AIR GAP for contamination prevention in pipe lines and such.
