If it is not lowering I am going to guess the cable is bound up on the spool. The only way I know to fix it is to pull down on the tire as someone cranks counterclockwise. Now if it is dropping on its own, do a search, as there are several solution to fix the issue. My fix was to move the spare out back where it is easier to get to.
