Based on my assumptions the likelihood is that it's the jack itself - its internal seal has failed - unless you're seeing fluid from it.
The hydraulic network that feeds the jacks has controls that can be used to "turn off" part of the network. The manifold with these adjustable control screws may be in your curb side propane closet or in your front compartment or ??? - depends on your trailer model. The network may not permit control of a single jack - they often control pairs of them - but there's a small chance that if you find those controls and ensure that all are tightly closed (or open? I forget which.) you might nip the problem. If your trailer is not new - this is a problem that has appeared after some use - then the manifold is even less likely to be the source of the trouble.
If under warranty, contact Grand Design. Depending on circumstances, you may not have to return it to a dealer for service. You may be able to arrange to have a jack delivered to you, and install it yourself or arrange for a mobile technician to do it for you. Discuss that with Grand Design.
