What seems to be missing from this conversation is that the TWH has an internal thermostat that, like the thermostat on the AC, is trying to maintain the temperature of the water at the set point. Unlike the AC, the TWH does not turn all the way off when the water temperature exceeds the set point, it just reduces the heat being applied.
Let's say that the TWH has three burners. When heating is initiated (hot water valve is opened) the thermostat determines that the temperature is below the set point and turns on two burners. If after a pre-determined period, the temperature is still below the set point the thermostat turns on the third burner. When the water temperature exceeds the set point the thermostat turns off the third burner until the water temperature drops below the set point, and then turns the third burner back on. Or if the water temperature continues to stay above the set point for a pre-determined time, the thermostat may turn off a second burner. This increase/decrease in heating continues as long as there is a demand for hot water.
Depending on the sensitivity of the sensers and the variables of the algorithm, the temperature of water will fluctuate between at least two degrees.
