Never had an issue on my 1970 Hemi Cuda good old steel wheels and hub caps, you would think after years of aluminum wheels someone can perfect the finish

In any coating system the first thing is cleanliness. A dirty environment will ruin the best of finishes. Second thing is prep. I've seen great jobs with lesser quality products last 10X longer than the best product.
In the case of my wheels it almost looks like there was some type of contamination in the washing phase. It's imperative that all contaminates are removed before starting to apply finishes. Sometimes contaminants get into the pores of the metals and you get a great looking finish. Over time these contaminants get to working and appear when you lease expect it. Also like mine, there appears to be no breaks in the coating that would have allowed for the base metal to start this conversion.Joseph
