If you live in a city that is storm and sewer common and he ran it to the street drain, then it all ends up in the same place, i'd look at keeping a plant conveniently located over the offending cap and I would use a flat cap just to be safe. https://www.homedepot.com/p/EZ-FLO-3...5336/205674950 they do make them in various sizes.
Otherwise, I agree with Jimmer, need a better definition of "street sewer" as that could be storm drain, or the waste water main for the homes (aka sewer main).Joseph

LOL. Some municipalities across several states share storm and sanitary which is a strain on the great lakes where we live. In that case it probably would not matter except for the building department who would still have a reason to frown. Nice in this case its tied to a sanitary line. For those that dump into their septic tanks, this could cause breakthrough where the solids would not have time to normally settle before reaching the leach field. And the chemicals if used could cause an issue as well.
We have an outdoor city sanitary cleanout and It would be so nice to use it if it were ever necessary.
