When plugged into trucks 12v ‘cigarette lighter’outlet does the TV need to be running and/or the ignition be on?

Not sure what you asking, but on my truck it must be on, or on accessory for the power point plug to be hot. Easy to tell. Your F150 owners manual may be of some help.
