    Hello, testing revealed about 1.5V in a pulsating pattern at left brake from brake controller, but only about a quarter of that at right brake. Power to right brake comes from left side after left side brake wires splice. Has anyone dealt with this situation? Do brake wires need to route through the axel or can they be secured to the outside of the axel?

    Your choice, inside or outside. I would expect no voltage difference left to right. They should be wired in parallel.

      The cross axles wires are very light gauge. 18 . . . or maybe even smaller. Some (on this forum) have reported better right side brake performance by upsizing the cross axle wiring. These wires are loose inside the axle tube, so easy to fasten new wires to the existing and pull them through. No reason the wires couldn’t go on the outside of the axle tube if something happened to the pull through of the new wires.
